Recycling and Trash Collection Rate Study
The City's Recycling and Trash Division completed a Solid Waste Reduction, Diversion and Recycling Master Plan that was approved by the City Council in early 2017. The Plan identified several additional programs that would be necessary to divert more materials from the landfill, notably expanded recycling, food waste compost program, and construction and demolition waste recycling. In order to adequately fund implementation, the City needed to know the impact on current operational costs.
The City funds its solid waste programs through facility tip fees and through user fees charged to the residents and businesses directly receiving services. Although the City's rate structure allows it to appropriately and comprehensively charge users for the services received, the City has not conducted a formal cost-of-service and rate study for over 20 years. In anticipation of upcoming enhancements to the system as a result of Master Plan implementation, and because of the elapsed time since the prior cost-of-service study, the City retained MSW Consultants to comprehensively evaluate the solid waste system full cost of service, and to develop a five-year financial plan and rate recommendation.
On December 18, 2018, Fayetteville City Council approved a resolution (278-18) to adopt the recommendations from the study.
In brief, changes include:
- Eliminating the extra charge for multi-family recycling and expanding curbside recycling to multi-family units with 24 units or less
- Discounting commercial recycling and eliminating the extra charge for small commercial customers to participate in the curbside recycling program
- Expanding the food-waste composting pilot to full commercial food-waste composting service
- Expanding the commercial glass recycling pilot to full commercial glass recycling service
- Increasing transfer station tip fees (this is a two-tier rate: a higher rate for out-of-town customers bringing waste directly to the transfer station and a lower rate for in-town customers)
- No changes in service for single family residents
The City codified the new rates on January 3, 2019. The rates will take effect 90 days from that date, during which time the City will conduct outreach to customers.
